Fork of Smiley Face Part III
A React and D3 smiley face uses SVG circles for the head, eyes, and mouth, positioned via a centered transform. D3’s `arc()` generator creates the mouth path with specified inner and outer radii and angular ranges. The code imports `arc` from `d3` and renders static shapes with React elements, using D3 solely for path generation.
