It serves as a minimal template for combining HTML, CSS, and JavaScript. The implementation uses a `<style>` block for layout, a `<script>` tag that loads an external `bundle.js` file, and includes an empty `<pre>` element with the ID `message`. The accompanying `index.js` file declares a string and selects that element, though it does not insert the string into the page.
