The code builds the chart with d3.csv, scaleLinear, scalePoint, axisBottom, axisLeft, and selectAll—rendering circles and axes in SVG. Population figures from the CSV are multiplied by 1,000 to reflect actual counts, and gridlines extend across the plot via tickSize.
