Loading and Praising CSV Data

This example demonstrates loading a CSV file with the Fetch API and displaying the raw data on a web page. The page contains an HTML document with a title and a body that initiates a `fetch()` call to retrieve the dataset. Although the HTML structure is minimal, the code focuses on the initial step of asynchronously requesting CSV data, with no visualization or parsing logic implemented yet. The example serves as a starting point for understanding how to bring external tabular data into a browser environment.

Smiley Face Part 1

A grid of 18 smiley faces is rendered, each with randomized eye radius, mouth width, and mouth radius, creating slight variations across the collection. The faces are built from React components that compose SVG circles and an SVG path generated by the `d3.arc()` API for the mouth. The `range()` function from D3 v7 generates the array used to map over, yielding the repeated faces. The yellow background circle, black stroke, and coordinates are all defined through React props, with the SVG output centered via a translation transform. The rendering relies on React 17 and D3 v7.
